Дайте Нефть Из Баку "Hoří" is the verb here. It's not mountain-related but the term has a few homonyms in some Slavic languages.

Bagdat Yesbossinov If it's a verb then to my mind comes only Horet, which is to burn - looks like Hori - is like imperative command, You burn!!!

Arief Wibowo Дайте Нефть Из Баку, in my humble opinion, writing paper (=paper designed to be written on with ink, compare with writing pad) has a totally different meaning to written paper (=paper/thesis/dissertation made by handwriting). Which means one of them didn't come close to the solution.
